CAPT Martha Culver MSPH, RN: Received a Bachelor of Nursing Science degree from Bradley University in Peoria, IL, May 1986 and a Master’s of Science Degree in Public Health from Touro University September 2007. In 2000, CAPT. Culver joined the United States Public Health Service (USPHS) as a Commissioned Officer. Currently, CAPT Culver is assigned to the Health Resources and Services Administration, Office of Regional Operations, as Acting Deputy Regional Administrator and Nurse Consultant for Region VI, serving Texas, Louisiana, Arkansas, Oklahoma, and New Mexico. Currently, she is the POC for the Behavioral Health and Healthy Weight Initiatives for Region VI. She also, serves as the State Lead for Oklahoma and Arkansas. Collateral duties include; Title V Block Grant Reviewer for the Maternal and Child Health Bureau (MCHB), for the state of Oklahoma 2010 and New Mexico 2009 representing 90 million in state and federal funding. Furthermore, CAPT Culver serves as a member on the Rapid Deployment Force Team #4, which is a mobile team of U.S. Public Health Service Officers trained to respond to national emergencies and disasters.
